FEFA’s brief statement on The Government Strategic vision for the transformation decade (Tokyo Conference)

The future of Afghanistan will be once again the focus of an international donor conference in Tokyo this July 2012. While Afghanistan is moving ahead in its reconstruction, underpinning a democratic society and seeking assistance from international community, Afghan government must present a vision and a set of clear and specific benchmarks to its international partners in Tokyo. These mutual commitments should be based on shared values and based on the successes made in the past decade. For Afghanistan to make a positive transformation in the coming decade, Afghan government and its international partners—based on hard lessons that were learned in the past ten years—shall set well-defined, specific benchmarks and measureable indicators in sectors of good governance, rule of law and democracy building. FEFA welcomes government’s initiative of developing comprehensive sets of programs to be presented to the Tokyo conference. We also welcome government’s willingness to share its plans with civil society. To facilitate a substantial discussion and consultation on the programs, we strongly call upon the government of Afghanistan to make transparent and publish as soon as possible the draft “strategic vision for decade of transformation”, which it plans to present for endorsement of its international partners for financial pledges in Tokyo. FEFA gained access to a copy of the draft document and our assessment of the section Good Governance, particularly on elections, suggests that the document will benefit from a more specific and additional indicators. For the purpose of enriching government’s paper and overcoming the election challenges, FEFA recommends the following indicators to be added to the Post Tokyo Governance Indicators of “strategic vision for the transformation decade” to follow item nine of post Tokyo governance indicators:
