The National Statistics & Information Authority Has a Key Role in Clearing the Voters List
FEFA’s leadership met the leadership of National Statistics & Information Authority (NSIA) on June 14, 2020. The meeting agenda was discussion on creating better coordination between the NSIA and IEC for effective clearance of the voters list and FEFA’s role as a credible national organization in observing all stages of the election process and electoral reform. Mr. Mohammad Naeem Asghari, executive director of FEFA, provided information about the need for the electoral reform and said that the IEC has taken the initiative to clear the voters list and intends to share it with the NSIA after completion for final processing but there must be coordination and cooperation between the NSIA and IEC to achieve the objective. FEFA’s executive director provided specific recommendations on effective clearance of the list to the NSIA and added that it is better the IEC share the list of each province with NSIA after completion to let the NSIA begin its work. Subsequently, Mr. Javid Rasouli, head of NSIA provided information about NSIA’s activities and said, “NSIA is always prepared to cooperate with the IEC. NSIA has inserted the records of 30 million paper Tazkera’s into its database and collected the registration books of paper tazkeras from across the country and it is now able to separate fake tazkeras from the original ones.” He added that the NSIA has also issued 4.9 million electronic tazkeras so far and processes from 25 to 30 thousands daily basis. Mr. Rasouli assured that NSIA is ready to cooperate with the IEC in clearing the voters list. He also added that FEFA’s role as a watchdog organization has always been effective therefore NSIA will invite FEFA to observe all stages of the clearing process. Then Mohammad Omid Noorzai, head of election and peace department of FEFA talked about the criteria needed for clearing of the lists, the required time to complete this task, lessons learned from the use of technology in previous elections and the changes needed to be brought in use of technology.
