FEFA held its seventh advocacy meeting on electoral reform

FEFA held its seventh advocacy meeting on electoral reform with the programs advisor and the head of the capacity building department of Ministry of Rural Rehabilitation & Development. The representatives of political parties, civil society and media also attended this meeting to discuss the role of Ministry of Rural Rehabilitation & Development in election. At the beginning of the meeting the programs manager of FEFA, Mohammad Naim Asghari, presented information on importance of electoral reform and the role of Ministry of Rural Rehabilitation & Development in elections, particularly in upcoming districts council election. Subsequently, the programs advisor of Ministry of Rural Rehabilitation & Development, Haroon Rasheed, appreciated FEFA and members of the electoral reform joint working group for their efforts toward electoral reform and presented information on village development councils. He added that the village development councils can help the related institutions in holding the district council elections. Likewise, he presented information on working method of the villages’ development councils and their role in their villages. Then, the head of capacity building department of Ministry of Rural Rehabilitation & Development, Mr. Afghan, said, “We decided to establish the village development councils while the Directorate of Local Governance was not active. Currently, there are 35000 village development councils across the country. Given the need for establishment of district development council, we created the district development councils. The number of district development council differ based on the population of districts. Ministry of Rural Rehabilitation & Development has been able to create 389 district development council across the country. All districts of Afghanistan except 14 districts of Paktia province has district development councils. These 14 districts of Paktia province are insecure. Therefore, Ministry of Rural Rehabilitation & Development hasn’t been able to create district development councils in these 14 districts.” Ministry of Rural Rehabilitation & Development has given office and office equipment for 300 district development councils. At the end of the meeting programs advisor and Head of Capacity Building Department of Ministry of Rural Rehabilitation said that they are ready to assist the electoral commissions in districts and villages through the villages and districts development councils.
