Election day report: Presidential election of 2019

The fourth Afghan presidential election has been held on September 28 2019 with a five-month delay. The main reasons for this delay were cited by the Independent Election Commission (IEC), which recruited new members to the commission and the provision of law to use technology in elections, which required more time to comply. The Free and Fair Elections Forum of Afghanistan (FEFA), in its perpetual efforts to achieve transparency, freedom and fairness in the electoral process, has designed and implemented a direct observation process the way that ensures maximum accuracy, validity and credibility. FEFA covered the electoral process in one to three polling stations in approximately (2,500) polling centers by six thousand (6,000) observers across the country. An observation questionnaire was used to collect election information at the polls, which included one hundred sixty-three (163) questions related to law, regulation, and other issues at the polling station and polling centers. The questionnaire encompassed the beginning, the course, and the end of the poll, as well as the counting of votes. The general managerial, logistical status, accuracy of IEC officials' performance during the voting process, the prevention of illegal voting, the time of opening and closing of centers, the transparency of the process and the possibility of monitoring were the most important indicators used by FEFA observers. Due to the urgent importance of some issues, 24 types of incidents were categorized as the most important indicators of the transparency measurement of the polling process, and their occurrence reports were received regularly from all provinces throughout the country at 5 stages of time on Election Day. The most important findings were communicated promptly and regularly to the election commission officials during the voting hours to take appropriate action.
