FEFA held a meeting on May 4, 2017 to discuss about the challenges before establishment of youth political rights advocacy groups in provinces. At the beginning of the meeting, members of YPRAG presented their reports on identification of qualify youth who are eligible to get the membership of YPRAG in Herat, Badakhshan, Balkh, Takhar, Kunduz, Bamyan and Daikundi provinces. They presented their reports as follow: - Wazhma Sakhi said that she has identified 9 active youths of Herat province and until next meeting of the group she will finalize the list and present to the group. Shaygan another member of the group said that he has prepared the list of 20 active youths of Daikundi province and will prepare the list of active youths of Bamyan province soon. - Fahim Rustaqi said he has prepared the list of 30 active youths of Takhar province but due to insecurities in Kunduz province he hasn’t been able to identify and prepare the list of active youths of Kunduz province. - Haroon Samim said that due to youth’s unwillingness in Balkh province he was unable to prepare the list of active youths of Balkh province. - Freshta Sharani said due to insecurities in Badakhshan province she was unable to prepare the list. - Ismail said that due to workloads he couldn’t prepare the list but promised to prepare it until next meeting. The meeting participants said that after the qualify youth are identified in provinces, they will contact FEFA’s provincial coordinators to help them in holding of youth political rights advocacy groups in provinces. Subsequently, Mohammad Yousuf Rasheed the executive director of FEFA who had attended this meeting said, “Youth are valuable assets of societies who are committed to bring positive changes to their societies. They can bring changes if they are united and work together for a better future.”

FEFA held a meeting on May 4, 2017 where 16 members attended to discuss about the challenges before establishment of youth political rights advocacy groups in provinces. Facilitator of the meeting said that during preparation of substantive declaration of women and youth meaningful participation in election we held a desk research and studied different reports from credible sources to identify the challenges before youth in political processes especially election. She said the challenges before youth political participation are as follow: Illiteracy and lack of educational facilities; Economic problems; Insecurities; Addiction to narcotics; Flee the country; Distrust on youth’s abilities and capacities; Unemployment; Misuse of youth’s trust; Lack of observing the principle of impartiality and independence by the staff of the electoral commissions Then participants of meeting were divided into 3 working group to find solution for each of the challenges mentioned.

He recommended the YPRAG to consider the following recommendations to perform its activities well: - Having clear goals and objectives; - Using the available opportunities since the 2017 is named youth’s year; - Prevent regional, language and sectarian discriminations; - Keep commitment to the goals and objectives of YPRAG; - Proposing fair proposals about district council elections and electoral commissions; - Working on policies and procedures to increase youth quota; Then some members of YPRAG thanked Mr. Rasheed for attending the meeting and said, “FEFA has always supported youth and FEFA’s support from YPRAG is an example of FEFA’s attention toward youths.” They also said that the reason of YPRAG success is FEFA’s support from its programs and goals. Mariam Arween women & youth outreach officer of FEFA said, “The members of YPRAG were not expert and enough qualify when we established the group but now every member of the group is qualify and has clear programs and agenda for betterment of situation of youth. Members of YPRAG are very close partner to Women & Youth Outreach Department and assist us in preparation of proposals and implementation of activities.” She added the members of YPRAG always take part in media and represent YPRAG well.
