Report of FEFA joint meeting with IEC Commissioner, Maliha Hassan
FEFA held meetings with Ms. Maliha, commissioner of IEC on 10th April 2018. FEFA‘s both advocacy groups worked on joint proposal for voter registration process through individual Debates with WPRAG and YPRAG groups. The proposal has two chapter-first chapter is about women‘s strength, weakness, challenges and opportunities during the VR process and 2nd chapter group tried to identify youth‘s strength, weakness, opportunities and challenges during the VR process. Last chapter is set of recommendation which groups recommend as solution for IEC. Women Political Rights Advocacy Group - FEFA and Youth political rights advocacy group – FEFA held a joint meeting on April 10, 2018 where 10 members including representatives from the political parties, a representative from the High Peace Council and 3 representatives from the civil society organizations attended advocacy meeting with IEC (Maliha Hassun). At the beginning of the meeting, Mariam Arween, the women and outreach officer of FEFA present a short presentation of proposal with IEC representative, and she shared some views and concerns of women and youth during the VR process, she mentioned as No election has been held by use of the national ID cards yet so there are some challenges which women and youth will face during the election period such there are Some women lack national ID cards in the remote areas and villages. The IEC declared it hadn’t been able to assess and make decision about 1700 polling centers as a result of security challenges & threats; Impossibility of issuing ID cards in remote areas; Problems in providing security of polling centers; Receiving of more than 1 national ID cards.

This meeting was held on e-Tazkira distribution and its using in election. They mentioned women’s strength, weakness, challenges and opportunities during voter registration process and also recommended some solutions for these problems.
• establishment of the female polling stations and recruitment of female staffs for them; • Establishment of polling centers in accessible regions; • Giving priority to women at the time of recruitment; • Holding awareness campaign through mosques and giving awareness about the importance of election and voting; • Holding awareness campaigns through media CSOs and Deputy of Youth Affairs about the importance of having national ID cards; • Creating coordination between the relevant institutions to assist in issuance of national ID cards; • Holding awareness campaigns in remote areas and villages about the advantages of having national ID card and taking part in election Preventing from marking of paper ID cards at the time of voting.
The Women Political Rights Advocacy Group - WPRAG and Youth political rights advocacy group - YPRAG Held their joint meetings with Ms. Maliha, commissar of IEC on 10th April 2018 with the aim of e-Tazkira distribution and its using in election. WPRAG and YPRAG both mentioned women’s strength, weakness, challenges and opportunities during voter registration process and they recommended some solutions for these problems. Subsequently Ms. Maliha accept some of the recommendations and promised to share the set of recommendations with relevant institutions to consider groups concerns during the VR process
Then she shared groups recommendations such an establishment of the female polling stations and recruitment of female staffs for them; Establishment of polling centers in accessible regions; Giving priority to women at the time of recruitment; Holding awareness campaign through mosques and giving awareness about the importance of election and voting; Holding awareness campaigns through media CSOs and Deputy of Youth Affairs about the importance of having national ID cards; Mobilizing relevant institutions to work jointly on raising public awareness about election process; Creating coordination between the relevant institutions to assist in issuance of national ID cards; Holding awareness campaigns in remote areas and villages about the advantages of having national ID card and taking part in election preventing from marking of paper ID cards at the time of voting.Subsequently Maliha Hassan accept some of the recommendations but in generally she didn’t have professional behave and we found as risk to overcome the risk groups decided to share the set of recommendations with Wasima Badghisi to consider groups concerns during the VR process. And was appreciated by her and groups will continues its effort for the implementation of that package during the VR process.
