Eighth Report on the Observation of the Voters Registration Process

Findings (from July 14, 2013 to July 29) Findings show that in number of provinces, people were unenthused and less driven to participate in the process due to insecurity. The security condition continues to have direct impact on the VR process. InPaktia provinces 20 meter away from the VR center four explosions took place that scared people and caused closer of the center for one day In Zabul and Paktika provinces the insurgents advertised that taking part in the VR processed voting is unlawful. The threats had negative impacts on the process. Two local commanders fought with each other in Baghlanprovince, which had negative impact on moral of people. The events and incidents of Baghlan, Paktika, and Zabul scared people and discouragedthemto participate in VR process. Delay in the opening of the centers and lack of on time presence of IEC staff at the centers: In some provinces the VR staffs do not observe their working schedule. Visitors to the center are waiting longer hours for the VR staff to show up and process their request for registration. Observers reported that lack of respect for public’s time caused frustration among those who wanted to registered. This is said to have contributed to lower confidence in IEC. Irregular opening of the VR is reported frequently and with significant delays in opening in Kabul, Parwan, Faryab, Ghazni, Ghor, and Badghis. The average of late opening is an hour, while in most of these cases the centers are being closed an average of one hour earlier then scheduled official time. The problem is being reported on weekly bases to IEC’s CEO, no measures to address this problem is being taken so far. Fraud and Violation: Violations of established rules for voter registration are also reported during this reporting period. As an example an elder in Urozgan province brought a list of 120 women to the VR center and received voting cards for them meanwhile Meanwhile the women were not present in the center.
