FEFA Statement on Meshrano Jirga Election Free and Fair Election Foundation for Afghanistan (FEFA) has monitored the election of provincial council members for Meshrano Jirga (the Senate of the Afghan Parliament). Mr. Ahmad Nader Nadery, FEFA Chairperson, said: “Meshrano Jirga election was held in a fair and safe environment. This election is a positive step towards the establishment of democratic institutions in the country that meet the standards for the free and fair election.” The following is a summary of FEFA’s electoral observation report: • The elections were held in all provincial councils except those in Takhar, Helmand and Kandahar provinces in order to elect one provincial council member as Meshrano Jirga permanent member and another as Meshrano Jirga temporary member pending the establishment of district councils so as to fill one-third of the Jirga members. It is noteworthy that election in Takhar provincial council was postponed for a day (13 November) after a candidate aged under 35 refused to withdraw the candidacy. In Kandahar, the election was delayed because the official and final electoral results are yet to be announced. And in Helmand, the election is planned on 14 November. • The election was held in a free and safe atmosphere and in accordance with the procedure adopted by the Joint Electoral Management Body (JEMB) in which members of Provincial Election Commissions (PECs), FEFA and other domestic and international observers participated. The following are the problems observed in this election process: • The elections were held soon after the finalized results of 18 September elections were declared. Appropriate time should have been provided for the candidates to launch their campaigns, state their aims and objectives and convince other members to vote in favour. It could have been a way to achieve the election of able provincial council members for Meshrano Jirga.
• Although no electoral violation was observed, there are unconfirmed reports that some rich candidates have tried to buy the vote of other members. It should be said that the Foundation has monitored the electoral process in all 34 provinces of the country but has not yet been able to collect its observation information in Daikundi, Nimruz, Paktia, Nurestan, Oruzgan, Badghis and Paktika provinces.
