FEFA held the 6th coordination meeting with the election relevant organizations
The Election Section of Free & Fair Election Forum of Afghanistan (FEFA) held the 6th coordination meeting with the election relevant organizations on November 22, 2017 where the representatives of the Independent Electoral Complaints Commission, the Independent Directorate of Local Governance, the Civil Status Registration Office, Ministry of Women Affairs, Afghanistan Civil Society Forum, and The Network for civil society & Human Rights attended to discuss about how to strengthen coordination between the Independent Election Commission (IEC) and civil society organizations and help the commission in preparation of voters list. The centerpiece of this meeting was discussion about coordination and cooperation between election relevant organizations and IEC but the representative of IEC didn’t appear in the meeting despite being invited and contacted several times to appear in the meeting. At the beginning of the meeting, Dr. Alireza Rohani, member and secretary of the Independent Electoral Complaints Commission (IECC) provided information about removal of 5 staff members of the secretariat of IECC and the process of handling the complaints about the polling centers and said, “Given paragraph 3rd of article 33rd of the election law, majority members of the IECC decided to remove 5 staff members of the secretariat of IEC due to making sequence absentee, forge in the attendance sheet and spawning problems before the delegation assigned for investigation.” He added that these staff members have been removed after an inclusive investigation and taking into consideration the administrative principles. He asserted the resistance of deputy of the IECC with this decision is in contradiction to the law. He also talked about the complaints on assessments of polling centers and said, “However, the election law has not articulated about assessment of polling centers but the IECC developed a procedure for the assessment and will handle the complaints related to assessment of polling centers accordingly.” He added that lack of provincial offices of IECC is a challenge for implementation of the procedure.

Coordination meeting to discuss about how to strengthen coordination between the Independent Election Commission (IEC) and civil society organizations and help the commission in preparation of voters list.
In this meeting the participants emphasized that presence of representative of the Independent Election Commission was necessary in this meeting to wrap-up the discussion about coordination and cooperation of election relevant organizations with the IEC and seriously criticized the representative of IEC for not appearing in this meeting. Additionally, the representative of MoWA was requested to talk with the leadership of MoWA about their cooperation with the IECC. MoWA was also requested to coordinate with the Civil Status Registration Office about convincing women to get nation ID cards.
Subsequently, Mrs. Rubina Shahabi, representative of the Civil Status Registration Office talked about issuance of paper nation ID cards and said, “ The cabinet of Afghanistan has finalized the decision on issuing paper national ID cards and decided to issue such ID cards for all eligible citizens of Afghanistan.” She added if the government provide them with the budget and the necessary facilities they can begin the process of issuing national ID cards in 34 provinces of Afghanistan and finish it within 4 months. She said the Civil Status Registration Office intends to digitalize the documents of people who have already received national ID cards. Mrs. Shila Saba representative of the Independent Directorate of Local Governance talked about establishment of provincial commissions in 34 provinces of Afghanistan for assisting the security forces in providing security of polling centers. Mrs. Parween Khaleqi, representative of Ministry of Women Affairs (MoWA) talked about MoWA’s programs in convincing women to take part in election and get national ID cards and said, “MoWA has a bench of plans for convincing women to take part in election and the issue of issuing national ID cards to women can be added to these plans. She promised the representative of IECC to help the IECC in collection of women complaints in 34 provinces of Afghanistan. At the end, participants of meeting emphasized that presence of representative of the Independent Election Commission was necessary in this meeting to wrap-up the discussion about coordination and cooperation of election relevant organizations with the IEC and seriously criticized the representative of IEC for not appearing in this meeting. Additionally, the representative of MoWA was requested to talk with the leadership of MoWA about their cooperation with the IECC.
