FEFA held the fifth coordination meeting with election relevant organizations and stakeholders
Election Section of Free & Fair Election Forum of Afghanistan (FEFA) held the fifth coordination meeting with election relevant organizations and stakeholders on November 2, 2017 at FEFA where representatives of the Independent Electoral Complaints Commission (IECC), Civil Status Registration Office, Central Statistics Organizations and the Election Watch Organizations attended to talk about how to strengthen coordination among election relevant organizations and stakeholders and the how the election relevant organizations can assist in preparation of voters list. At the beginning of the meeting, Mr. Hamayoun Mohtat-head of the Civil Status Registration Office declared his office is penchant to cooperate with the Independent Election Commission (IEC) and added the representatives of Civil Status Registration Office regularly attend IEC’s meetings. He said, “ Preparing voters list by utilizing biometric system is a good idea to prevent electoral fraud in polling day but given the short time available to election, it is impossible to prepare the voters list by utilizing biometric system.” He also said that if the IEC intends to prepare the voters list based on paper national ID card, the Civil Status Registration Office will manage to issue such ID cards to all citizens of Afghanistan within 5 months and register them in a database. However, he elaborated it is possible to do it in case the government and international community cooperate with the Civil Status Registration Office, recruit staff for it, transfer its staff and equipment to districts, provide security for its staff and allocate enough budget for it. Subsequently, Mohammad Nazari, head of public relation department of IECC elaborated about removal of 5 top staff of IECC and said, “The IECC removed these staff from office based on paragraph 3rd of article 33rd of the election law. He declared the discord between chair and deputy chair of the IECC on removal of these staffs a challenged and called for implementation of the law to abate the discords.

Coordination meeting to talk about how to strengthen coordination among election relevant organizations and stakeholders and the how the election relevant organizations can assist in preparation of voters list.
He considered preparation of voters list based on paper ID cards challenging and objected on lack of coordination of IEC with IECC in this regard. He said the IEC has not consulted and coordinated with the IECC about preparation of voters list. Subsequently, Mr. Abdul Khaliq Azimi, representative of the Central Statistics Organizations declared his office’s preparation to cooperate with IEC. He said, “After the official request of IECC, the Central Statistics Organizations shared the statistics of population and citizens who are eligible of voting with the IEC 4 month ago.” He added that whenever the IEC request assistance and cooperation from the Central Statistics Organization, the Central Statistics Organization is ready to cooperate with the IEC in preparation of voters list.
