The following statement is based on two rounds of scheduled reporting by FEFA’s observers. It is also informed by multiple special incident and general outlook telephone briefs during voting hours. This statement is based on eyewitness reports by FEFA observers between 7:00 am and 6:00 deployed in all 34 provinces.

In any aspiring democracy, holding the second ever election presents a major challenge. By holding today’s elections, Afghans have proved heir commitment to developing a lasting democratic system. Amidst many challenges, this phase of the electoral process was an important step in Afghanistan’s progress towards building a civil and democratic government. The candidates and campaigns, the Independent Elections Commission (IEC), state security institutions, media, and many civil society organizations played key roles in shaping the environment in which many people could exercise their

Summary
The electoral campaign process is an important opportunity for both candidates and
voters to exercise their rights. Candidates can promote their policies and use this
opportunity to receive support. At the same time, this phase is an opportunity for the voters
to identify their desired candidate. Therefore, the existence of procedures for establishing
equal opportunities for candidates in the electoral campaign and preventing violations is

To the honorable Electoral Complaints Commission

    Fair and free Elections Foundation for Afghanistan considers the existence of a mechanism for tackling the complaints as one of the necessary conditions for ensuring transparent elections. Since the formation of the Electoral Complaints Commission, the Foundation has closely followed the efforts of the commission for preventing electoral violations. Appreciating the consistent efforts of the commission, FEFA still sees the need to highlight certain electoral violations that have not received the due attention from the commission.

The candidate registration process commenced, as announced by the IEC on the electoral calendar on the 18th of April 2009. The process consisted of two phases: the first phase was the provision of information to candidates. This phase took place from 18th April 2009 to 24th April 2009. Who is FEFA?

The Free and Fair Election Foundation of Afghanistan is an independent and impartial umbrella organization which has been established by a number of civil society organizations to:

  • Monitor elections to ensure that they are free and fair;
  • Promote democracy in the country;
  • Promote public participation in electoral affairs;
  • Help consolidate public trust and faith in democracy and elections.

The FEFA was registered with the Ministry of Justice on 12 June 2004 and began its practical work in the second half of August 2004. Its first observation experience was that of the presidential election of 9 October 2004 during which it observed the elections in 100 districts inside the country and outside of it (Pakistan). Its second experience was observing the National Assembly Elections during which FEFA covered 217 districts containing 65% of all polling centers.
