Observation report of the Recount of the votes for the Nangarhar Provincial Council _ 24 Oct 2009

After, continual objections raised by some candidates for the Nangarhar provincial council regarding suspected defrauding of the poll results, the Independent Election Commission (IEC) decided to recount the votes of Nangarhar province for the Provincial Council. The recount process commenced in the presence of the candidates’ agents, ECC representatives and FEFA observers at the Nangarhar Provincial Electoral office on 05 Nov 2009 and ended on 14 Nov 2009. Free and Fair Election Foundation of Afghanistan (FEFA) considers the vote recount and adjudication of electoral complaints process, an important and effective step for building public trust in the elections process in Afghanistan, completed by Electoral Complaints Commission (ECC).
The thorough process in arriving at a more reasonable understanding of the election recently held was done in compliance with the Electoral Laws of Afghanistan, under close observation of many observer groups as well as candidate agents and provides a reasonably solid foundation to restore credibility to elections in Afghanistan. more...

Who is FEFA?

The Free and Fair Election Foundation of Afghanistan is an independent and impartial umbrella organization which has been established by a number of civil society organizations to:

Monitor elections to ensure that they are free and fair;
Promote democracy in the country;
Promote public participation in electoral affairs;
Help consolidate public trust and faith in democracy and elections.

The FEFA was registered with the Ministry of Justice on 12 June 2004 and began its practical work in the second half of August 2004. Its first observation experience was that of the presidential election of 9 October 2004 during which it observed the elections in 100 districts inside the country and outside of it (Pakistan). Its second experience was observing the National Assembly Elections during which FEFA covered 217 districts containing 65% of all polling centers.
