Free & Fair Election Forum of Afghanistan (FEFA) welcome the announcement of date for parliamentary and district council elections and consider it a substantive step toward specifying the fate of upcoming parliamentary and district council election. FEFA request the Independent Election Commission to specify the roles and duties of election relevant institutions.

The Independent Election Commission (IEC) announced that parliamentary and district council elections will take place on 7 July, 2018. However, the level of security threats is very high in this date across the country and election management is challenging but but FEFA expect the government and security sector to undertake the necessary measures to provide the security of election in this date. Likewise, holding of parliamentary and district council elections in the mentioned date will affect the presidential election which will take place in April 2018 (Months after the parliamentary and district council elections). The time interval between the parliamentary and presidential elections can negatively impact the preparations of IEC for holding an intact presidential election.
However, FEFEA welcome the announcement of date parliamentary and district council election but also present the following recommendations to the electoral commissions and election relevant institutions:
The IEC is encouraged to create coordination and cooperation between the relevant institutions and sectors and plan accurately for election mission to pave the ground for team work and prevent postponement of election from the mentioned date as a result of non-cooperation and coordination between the relevant institutions and sectors;
The government of Afghanistan is recommended to undertake practical steps to provide the necessary facilities for holding the upcoming parliamentary and district council elections. The government must develop clear and academic mechanisms to prevent politicization of election process;
The government is recommended to manage the crisis, prevent meddling and influence in election process, respect the independency of electoral commissions and provided the budget needed for holding of election;
The political parties and political oppositions are recommended to take active part in transparency of election and cooperate with the IEC for better and successful holding of election. They are also encouraged to play active role in every electoral stage based on the provisions of constitution;
The civil society and election organizations are recommended to cooperate closely with the IEC and the IEC is recommended to pave the ground for observation and monitoring of election observation organizations from every electoral stage;
The media are requested to take part and play positive role in giving awareness to public, share the electoral information with public and pave the ground for public trust building on election process;
The international community as the main supporter of democracy and election in Afghanistan is recommended to technically, financially and logistically support the electoral commissions;
Once again FEFA request the government of Afghanistan and the electoral commissions to consider the lessons learned from previous election and make serious efforts to conduct the upcoming parliamentary and district council election transparently and pave the ground for implementation of electoral reform to assure the international community and people of Afghanistan that the bitter experiences of previous election will not repeat. Conducting the election without implementation of electoral reform can harm the democracy and election in the country and negatively impact the election process. There is no doubt that the success of upcoming parliamentary and district council election depend on the cooperation of national unity government with the IEC. FEFA wishes the electoral commissions to implement the upcoming parliamentary and district council elections fair and transparently and with the hands on experiences in this regard, we hereby announce our readiness to cooperate with the relevant institutions.
