Report on monitoring of National Assembly's 15th session

The present report is the outcome of direct observation on plenary sessions and the five committees’ sessions of the Lower House (Wolesi Jirga) and Upper House (Meshrano Jirga) at the 15th session, which has been conducted objectively with the preservation of principles and the use of scientific methods. In this report, reflected to the findings and results of the Wolesi Jirga and Meshrano Jirga performance by using scientific analysis methodology in a compact and concise form. We have been tried to maintain accuracy and impartiality with considering integrity and scientific ethics. In this report has been paid on, analysis of complex concepts into measurable indicators that had been observed and recording data from direct monitoring in the plenary sessions and committees of both houses (Wolesi Jirga and Meshrano Jirga) with using statistical analysis of these recorded data by information technology, MSExcel and SPSS software which displaying data into charts and tables, and its avoiding baseless judgment and personal arbitration which is a part of features in this report. In this report, Indicators such as the quorum of presence and absence of PMs at the plenary sessions and the Sessions of the committees , the maintenance of the internal rules of procedures during the Sessions of both houses, the subjects and issues raised at the plenary sessions and committees,, the number of laws and legislative documents ratified , the number of regular sessions, Questioning session,hearing sessions, impeach sessions, the number of complaints and demands of citizens which are raised and followed up by MPs at plenary sessions and committees ‘Sessions have been studied and analyzed. In the below sections, we have examined the data relating to each of the indicators which had mentioned concisely.
