Mr. Spinghar is working as Executive Director of Free and Fair Elections Foundation of Afghanistan.

He is a qualified lawyer with a BA degree in law from University of Kabul.  

Mr. Spinghar has a rich working career in variety of fields. After graduation from the University he served at the Ministry of Foreign Affairs of Afghanistan. Being an active and devoted human rights activist, he was appointed as Regional Program Manager at Afghanistan Independent Human Rights Commission in Eastern region where he made very constructive contribution to the improvement and development of human rights.

Prior to taking official incumbencies Mr. Spinghar made several initiatives in the area of building civil society in Afghanistan, and founded a civil society group named “Association for Advocacy of Youths Rights” during the suppressive regime of hard-line Taliban.
